conversion to cmake #2

I've added a man page taken from your Debian packaging system.
One's can notice that the po folder is empty, as a result I didn't add the usual BUILD_TRANSLATIONS cmake option.

I added CMakeL10n rules, generated a translation template, and added CMake rules for building translations. However, it seems that the program is not well prepared for translations because the template does not contain almost any strings.
