Add basic build instructions.
Rework of the README, INSTALL and help page.
Remove empty folder templates and the NEWS file.
Delete the INSTALL.debian and INSTALL.gentoo.
Create the doc/misc folder to hold lot of config and/or readme files.

It looks good overall. How about removing some of those files in the misc folder? Like "debian compile", "gentoo compile", der_import, loginfo, various vpnc-* older files and so on?
