Add TDEL10n module #2

The TDEL10n module brings the tde_create_l10n_template macro to create and update POT files. Examples of how to use this macro can be seen in TDE/abakus#1 and TDE/tdebase#19.

Suggestions and comments are welcome.

Looks good after testing

The only concern I have is that we still need to use gettext-kde package. Anyhow we can merge this PR and later address the change to gettext.

This I described in the long mail that I sent to the mailing list – before we can start using standard xgettext in TDE, we will need to add support for a new way of plural forms of strings and translation contexts. Therefore, so far TDEL10n module uses kde-xgettext => we need gettext-kde.
