Create the TDE_CMAKE_ROOT and TDE_CMAKE_TEMPLATES variables.

This is the initial step to achieve the goal of installing TDE CMake macros as a separate package in the system directory instead of being part of the source code of all modules.

Note: Modules that currently use a template for dummy.cpp will need to be modified to use the TDE_CMAKE_TEMPLATES variable. This applies to several core modules.
