DEB tqt3: Install libraries according to multi-arch rules #6

Since TQt3 as such does not use the admin or cmake modules, and cdbs rules are not used when packing, multi-arch placement is solved independently of other packages.

In order to use $(DEB_HOST_MULTIARCH) in *.install and *.links files, substitution of this variable has been added to rules.

In connection with the multi-arch, two new packages are created and some files have been moved between the packages.

Added commit to change the architecture to all for *-headers packages.

Rebased to current HEAD.
