  1. setup a LUKS disk
  2. right click tdehwdevicetray -> Configure Hardware… -> Disk -> double click your LUKS disk -> select LUKS tab
  3. click "Install new password...." button to add a new key. The dialog should have both a "password" and a "verify password" field

From what I have seen tdehwdevicetray just starts the hwmanager. So that functionality should be integrated into that, or I am wrong here? So that should also work if you don't have installed tdehwdevicetray or neither it even running. From the TCC (hwmanager), for example.

The same module is also available in TCC.
By the way device manager is a core part in tdebase, it is installed with tdebase, AFAICR
