• Creation of POT template for desktop files added to CMakeL10n rules.
• Added creation of translated desktop files during build.

I know the patch is huge, so it's not possible to revise it thorougly there. There, it would be good to assess whether the proposed association of desktop files info templates looks reasonable, or wheter you have suggestions for change, and also to test whether I have not forgotten something.
